We know he stole documents, stuffed them in his pants, shirt and socks...then said OOPS!!! the documents likely showed clinton's mistakes that led up to 9/11 and the information clinton's team was given about the highjackers....
if any one of us did this crime we would be in prison for 20 years or more.

it is because how the national documents staff handled the case. instead of turning over to fbi they set up their own sting which was againtist the law.so no evidence could be entered of the stuff he was caught taking .
