i mean to say its president is a general but on the other side its has an elected parliment?is not it dictatorship in the guise of democracy?

Pakistan is a democracy in comparisons with its neighbors. It had a female prime minister which demonstrated inclusion of the female majority although she was run out of the country. The parliament and president respond to majority rule which is a characteristic of a democracy. By definition, a democracy also allows rights for minorities and dissenting opinion. Non-Muslims and ethnic minorities have limited rights in Pakistan. On balance, I would say Yes.
