please help i need help filling out my pokedex if you know how to get/ or "see" these pokemon please tell me.

You will see spiritomb, milotic (feebas evolution), skorupi evolution fighting the elite four.
Snorlax - remember the munchlax your rival has? well it has evolved.

This is to CATCH all of them:
Spiritomb: Once you place the Odd Keystone in the broken stone tower, you have to contact 32 people with the game. These have to be people you know because you have to go to the underground for contact, so thats why it is so hard to find. Once this is completed go back to the broken stone tower to find Spiritomd level 20. Make sure you save, because if you kill it, you will have to do it all over again.

Snorlax: You will have to put honey on a honey tree to find munchlax, and then evolve it. Munchlax is extremely hard to find, so i reccomend trading a Snorlax from another game.

2nd Form of Feebas: This is otherwise known as Milotic, by the way. You have to go into Mt. Coronet and go to BF1 On that large water section, fish with a super rod and capture it. They are VERY rare! If caught, you have to max out its beauty using dry poffins, preferably with Wiki Berries. Otherwise, trade it from another game.

2nd form of Skorupi: This is otherwise known as Drapion by the way. You have to capture a Skorupi in the Pastoria Great Marsh and train it to evolve at Level 40.

Spiritomb: Battle Cynthia, the Pokemon League Champion (final battle)

Snorlax: Battle your rival at the Fight Arena

Milotic: Battle Cynthia, the Pokemon League Champion (final battle)

Drapion: Battle Aaron, the first member of the Elite Four.

when you are about to face the elite four your rival arrives and challenges you(snorlax)

when you face either the second or third(i forgot which one)you will see drapion older form of scorupi

as for milotic older form of feebas and spiritomb elite four leader cynthia(actually the fifth battle)will have them then go to professor rowans house and professor oak will run in and give you the national pokedex if your sinnoh dex is 100% complete.and also you can now visit prof oak in eterna city(southwetern most house)

for spiritomb you have to talk to 32 people underground and go in their bases for snorlax you have to evolve munchlax which you get from the golden honey trees or trade him from fire red or leaf green the second form of feebas milotic you can see in the elite 4 or catch a feebas and get its beuty all the way up and it will evolve. i think scoropis evoluion is in the elite 4 too.
