It needs to know Double Hit, then it will evolve.

As soon as it learns Double Hit at level 32. MAKE SURE IT LEARNS THIS

I don't know right now but go to serebii.net and on the left click on d/p pokedex and find aipom and there is info on EVERY POKEMON AND EVERYTHING ABOUT THEM!!

you dont level it, you just have to teach it double attack.
