What keeps the boom attacked to the mast and on a gaff rigged boat what keeps the top boom up there?

JDM has it 99%.......on a gaffer, in additioon to the throat and peak halyards, there is a line around the front of the mast connecting the two prongs of the jaws of the gaff ; that line... the parell line...keeps the gaff in loose contact with the mast so it doesnt go a flyin away as the sail is hoisted

The part that connects the boom to the mast is the gooseneck.

As to the second question, it depends on the particular rig.

In a two-halyard configuration, there is a throat halyard and a peak halyard. The throat halyard will basically end up holding the lower end of the gaff to the mast. The throat halyard will also end up holding the majority of the weight of the gaff and sail. The peak halyard will hold the other end of the gaff, away from the mast. This will bear the tension on the leech.

I'm not sure about other gaff rigs; much more complicated.

The halyard that hoists the 'gaff' or upper boom that is connected to the upper portion of the sail from the luff all the way out to the leach.
