I am not sure what you mean by a confederate government. Are you referring to a unified single government as opposed to three or more separate governments?

If so, there are some obstacles to forming separate governments. One is that the bulk of the oil deposits are in the north. Who would own them, who would run them and how would revenue be shared? Also, who would enforce the laws?

Another problem is how would each government be structured? Each like the other or may one be a democracy and another a dictatorship?

Will each have it's own army like separate nations or will there be only one army like separate states?

The more people think of themselves as countrymen united under a single flag, the less likely that there will be conflicts.

In what sense? Confederacies are only temporary things..
