SP standands for Service Pack. Microsoft send massive updates to users through them. The latest being SP2. However, it does not mean there are TONS of patches and fixes after the release of SP2.
To answer the question. Windows XP is the OS and the SP2 is the latest service pack.
Your XP Home version will work on your laptop as long as you have a valid license key to install it (and have not used prior in another computer)
If you have installed your XP Home version in another computer STOP!!! You will not be able to activate your product in the laptop and will hit a wall to move forward and use it. If not, you are ok. XP Home requirements are not that high.
After you install XP Home, and activate it, you will need to download SP2 and all TONS of updates unless your distribution already came with the SP2 updates applied already.

Yes, and probably yes.
Service pack 2 is the latest release for Windows XP.
As for will it work on your new computer?
Hard to say not knowing your new computer, but if it is truely NEW, any late model PC will run Win XP Home or Pro.

XP SP2 is the latest version of XP, though there are further updates.

Do NOT use a generic XP CD on your laptop!!!
You must use the Recovery disks that came with it. They may be on your hard drive if you didn't get any recovery disks. RTFM.

if you put the windows disc in laptop run it and on the disc it will ask you do you want windows to see if its compatible with your system
windows will check your laptop for you before installation
