That happened to us.
But the wire snapped right under my dirveway.
We had to have an emergency cable run to our neighborhood power thing. And it only happened on my side of the street. We were on that cable for about three months. And we did not have power for about 4 or 5 days untill they got the cable inplace.
It took them three months to find out where it broke and how to fix it.

Yes, it could be. I suggest calling the electric company to see if they can tell you anything.
