It depends what you want.
Among the most photogenic areas are Fairmount Park, Parkway, the Art Museum area and around the Old City (Independence Mall, the Betsy Ross House and Elfreth's Alley, etc). You can also go to the opposite bank of the Schuykill river for pictures of Boathouse Row and the Waterworks.

I personally think the Art Museum is amazing, and more so for the outside of it and it's surrounding areas than the actual art inside of it. If you walk along the Spring Garden Street Bridge, right there at the Art Museum, you'll see a little path down to the Bike Path, and then beyond that, a spiral staircase that leads to the water level...great little spot.
Also, there's always the view from the top of the steps...one of Philly's finest.
The bridge is always good to get some shots from...either on the walking path or just nearby it with it towering in the background.
You may want to look into Lincoln Drive too. There are some spots off of there where you can walk through the park. Take 76 to get up there...it's a fun road to drive on too.

Old City...Independence Hall, Betsy Ross House and all the other historic sites. Penn's Landing. Boat House Row at night. Italian Market has a lot of character. Pat's and Gino's corner cheesesteak eateries.

There's lots of great architecture. City Hall alone is a work of art. The art museum (Rocky) is another great spot especially if you include the nearby fountain. Fairmount Park, Or, if you want a "people" study, just hang around center city & film all of the nuts.

It was great for me, but I focused on urban blight and vacant industrial plants. You can get amazing shots of these at night, but just be careful.
