It depends on what you're meaning by "full" 3d graphics.

Battlezone (http://en.wikipedia.org/wiki/Battlezone) was released on Atari 2600 after it had been in arcades before that, and it has what one could consider 3d graphics since you can move around and the point of view is from behind your tank, and you can see how far away tanks are because it's in 3d.

If you're asking about what mainstream console was the first to have an extra CPU able to handle graphics with the intention of drawing 3d graphics, it might be the Atari Jaguar or SNES... I'm not familiar with hardware very much, I think SNES for its 3d games uses an extra chip that is contained in the cartridge called SuperFX or something.

However, someone else with more specific ideas of "full 3d" might NOT consider even like Doom to be since you can't jump (just fall off of ledges), and that something like Descent or some flight simulator would be one of the first popular 3d games. One could argue that Wolfenstein 3D (which was on SNES if I remember right) is as 3d as Doom is, just with less angles and no stairs... same for Catacomb 3D and other games.

Nintendo's Virtual Boy could be seen as more advanced by some people since it had different pictures for each eye, and actually displayed the game so it'd appear to your eyes as -actual- 3d rather than on a flat screen like Playstation and others (since you consider ps1 as 3d, you're probably not thinking in this way of course... someone with this view wouldn't consider ps3 as being 3d either).

Basically all of the mainstream consoles for the last at least 2 and a half decades have been capable of doing "3d" graphics on a flat TV screen in at least some way, and picking one as first depends on what kind of criteria you're wanting to use.
