It depends.
If they have enough income to be required to pay taxes but evade them by some trick like working under the table, they're called a cheat and a criminal.
If they don't have enough income to have to pay any taxes, there are lots of categories - children and poor are two.

I hope that's a joke bad but one anyway. He! he! Because if you were serious it would be incorrect he's not giving tax money. Nothing said about collecting it.
Actually I'd call him smart because he chose a very ingenious capable accountant to find all the loop holes. So he didn't have to pay. He could be a she too.Business acumen isn't just allocated to the male species..Ciao

A criminal. Every US citizen is required to pay taxes. The only tax people could be exempt from is income tax if they are not employed or make less that 15k a year.
