If you can't have a cat there are several cost effective deterents that work. My aunt baught a battery operated device that makes sounds like cats meowing and owls at night. Also, she poured ammonia down the holes and then moth balls around her garden. She did the ammonia and moth balls first and to keep them away she found what we call the "Noise Maker" and put one near the garden about 3 ft off the ground and attached one of the small garden flags infront of it to mask it but when the flag moves and the sound goes off to a mole it looks like an animal moving and they leave. Hope the info worked and it is enviromentally safe.
Also vegetables that are soaked in vinegar laid around the base of flowers, ornamentals, and vegetable gardens and replace every few days also deters very well.

Purchase a pesticide that kills grubs. These are the main food supply for moles. Take away the food, the moles will leave.

You can buy large smoke bombs made just to get rid of moles. You just stick one in one of their tunnels, light it, and then cover it. You'll see the smoke exit out of your yard if you did it right. Smoke 'em out!
