Where can i find the answer to this situation - the owner of our company decided to close the office for a week and in doing so forced everyone to use their earned vacation to cover that week that the office was closed. I need to find out if this is legal. We are under no contract that stipulates that we must take our vacation at a mandated time and because of this, we werent able to take our vacations when we would have liked as many of us only had enough vacation time to cover that week we were forced off. Some didnt get paid because they had no vacation.

Be happy you have vacation time. A lot of companies are not offering sick or vacation time anymore. If you don't show up to work, no pay. Which is how it should be. It's called a free market.

It's actually a common practice with several companies. Sun Computers has two yearly shutdowns where you can use your vacation or not get paid.
My company used to do the same but our scheduled commitments really don't allow us to just take off like that so we whined enough till they changed policy. Now it's a use it or lose it policy that only allows us to accumulate a certain amount of vacation time.
If your boss did so without notice & upset all of you with his decision you can collectively -key word is collectively - not individually - confront him with it & work it out so he does not pull that stunt again.
Otherwise the only way to make him change is for him to lose skilled & experienced employees over his policies. Most business get that they have to treat employees with respect if they expect to grow. But some don't.
Good luck.

If the office is closed, I do not think the owner cannot pay those with no vacation time. Check with Labor Relations to see if this is legal.

Unfortunately- what happened to you would be classified as a brief layoff by your employer.
If you hadn't chosen to take your vacation pay during the office closing, I have no doubt that your vacation time w/pay would have still been available when you wished to use it.
