i renting as 1 bed room flat and want to install a water meter because i am not sure the landlord has done it. who do i call to have this done and what water company can give me the best deal.

Most water companies install the water meter for you. Just call up your local water utility and request water service, and they will usually send someone out. If you are not the first tenant then they just need to turn the water on at the curb. You need to know if water is included in your monthly rent, or if you pay for it yourself. You can have your water turned on as a renter, but you may have to sign a users agreement of some sort that may lock you into a contract with them. SO BEWARE.Normally if you live in the city only one water company exist, but if you live in an area where rural water is available you might have a choice.

Different areas have different rules. Where I am, and places I have been, the owner has to apply for water meters to be installed since he is the property owner.
