Sorry story wrong this is how it goes. The nieghbors were geting evicted so they left their dogs behind with food and water. The little puppy ran down the street to a neighbors house. They took the dog to see if they wre home. She took the dog back to their house and let thier sister take it home. Then the neighbors came back last night to get the dogs but they were missing. Was this wrong or not?

Animals are still view as personal property by law in most states. I would have held onto the dog for at least a week or two.
Because the puppy ran away isn't a good reason to give it away to someone. Although, I see where your heart and your emotions were, and you did a noble thing.

No not wrong because that is negliect of an animal. They cant leave dogs behind alone while they move out. If they planned to take the dogs then they should have taken them right away. Since they were being evicted it was reasonable to believe they were NOT coming back for the dogs.
I say keep the dogs and pretend like you have no idea where the dogs went. Because if it hadnt been for those people the dogs would have just run away and maybe died.

How long were they gone? See, they are not innocent in this. They left the dogs, which, depending on how long, could be abandonment. Then, the puppy was running free, which is a violation of the leash law.

The dog should be given back, but legally, the neighbor has a good defense.

Of course, I'd question their ability to care for the puppy.

Depends upon how long the dog used to be left at her house. If it was once simply in a single day, then they should return the canine to the proprietor. If it used to be for a couple of days, i'd say the proprietor abandoned the canine. Both manner, i don't think it will be regarded "stealing" until the canine proprietor had an contract with the next door neighbor to look at the dog. You can't simply leave a dog in any individual's yard and assume to come again later and get it!!

There are several wrongs in that one. The best they can do is ask the people if they can have the dogs.

If the dog is not returned, then my answer stands.

Regardless of the circumstances, you cannot convert another's property or dispose thereof without premission of either the owner or the court.
