I want to purchase and tear down a house that is in a high-risk flood zone and I want to request a change in this level to the zoning board (cook county, Illinois)

good luck and very very long process..you have to get fema involved and there will be costs to have it all resurveyed...

You cannot change a flood level determination. Those flood zones are determined by the federal government and/or the state in which you live. They are determined using a number of factors, including height above sea level, nearby topography, waters (rivers and lakes) and past history of floods.

The zoning board has nothing to do with the determination of flood zones. That's a federal determination by FEMA.
