Of course they are... right up to the point of execution of their sentence. seems a bit pointless, but it is necessary in order to preserve constitutional human rights.

Yes. All countries following democracy have legal provision for medical treatment to all the inmates, even if they are convicted of murder. Also, NGOs and Human Rights activists act as independent watchdogs to ensure proper treatment to all the inmates. Even the POWs (Prisoners Of War) have to be treated as per international law.

Yes. Keep in mind that until the very last minute every death row inmate has the possiblity of a reprieve, pardon or stay of execution. To allow one to die just because he/she MIGHT be executed later isn't a fair nor a just thing to do.
Don't get me wrong, I believe in the death penalty. But I also believe is should be delt out with extreme care.

They must be able to receive treatment - but they cannot be forced to have treatment.
Even death row inmates retain the right to accept or refuse medical care - even if doing do would hasten their death.

They treat him. If not it would be cruel and unusual treatment. Also, he has to well when they kill him. They cannot kill a sick man.
