Various studies (old Anne Landers poll) have concluded approximately 80% of toilet paper users prefer to have the overhanging edge of the toilet paper facing the toilet. I assume non toilet paper users perfer to use their hand, a leaf or some kind of water source. Since this wasn't part of your original question, perhaps it is best it is not discussed.

With the over technique, you do not spread as many germs, as the business end of the toilet paper is easily within reach.
With the under hang, you have to reach around until you find a suitable leaf of paper. Most patterns are meant to be seen in the over hang context.

However, the under method seems to be the most practical. The away method is best if you handle towels or clothes near the toilet paper. This way if the sodden garment were to fall, you do not end up with a soggy and useless pile of ill-spent toilet paper on your floor, waiting to get ripped, ground into the floor, or attached to a wayward shoe. As well it is easier to do the one-hand jerk if the toilet paper is hanging away.

So there's no universal answer, to the scientific user of toliet paper the best method would depend entirely upon a combination of the context, personal preference and family dynamics. Pros and cons just like everything else.

The toilet paper rolls from the top. In hotels, when the cleaning person is finished up, they fold the toilet paper to form a point that hangs down. Plus, Martha Stewart says that's the right way. Not that I'm a huge Martha fan, but she'd know.

I absolutely have to roll my toilet paper from the bottom. There is no other way. I mean you don't have to search to find out where it is starting each time because it will always be hanging down. I get annoyed when it is done any other way. Plus, If you've evern gone into a public bathroom and it is from the top it is always harder to pull and breaks before I want it to.

The toilet paper should always roll from the Top of the roll over and down. When it is placed to roll downward from the back of roll, it easily spins in an erratic and out of control motion, that you waste paper, or you're always rolling it back on the roll...*smiles*

Marriages have been broken over this question. It is your preference, there is no right or wrong way. You'll notice motels/hotels have it from the top so they can make those cute folds to help you find the paper's end.

u know what... that is so true! for me, i feel that the tissue paper coming out from the top is best. y, u might ask? its coz its higher from the floor so when u take a long pull, it doesn't accidentally touch the floor, you get enuf leverage to save the tissue or even make a 4 to 8 square fold if u want it thicker or in clumps.

The top. If everybody rips from the top or midsection it will never be hard to find the beginning of the end of the roll.

Top - although in our house I seem to be the only one who bothers to put the tp on the holder anyways! It's always sitting on the sink or back of the toliet or rolled halfway across the bathroom out of reach!
