When I attach a document to an email in Outlook, people who receive the email can only download an image of the document icon, not the actual document.
Why?

Not uncommon. I get those and pictures immediately displayed in the email. ~

What is the original format (extension) of the documents?

Are you sending from inside a business/school etc?

Are you sending into a business/school, etc.?

Many businesses allow files to move within the business, but if it comes from "outside", it is converted to a PDF or other picture format to make it impossible for a virus to enter the network through the e-mail.

One trick you can try is to remove the extension from the file. Then the security does not know how to open or convert the file, and will pass it through. The person receiving it has to readd the extension before they can use the file.

It could depend on a number of factors including the recipients' email product, their email settings, the type of files you are trying to send, the applicable software product to read the files are installed on their computers, etc. If you can provide a few more details, someone might be able to further diagnose the problem.
