Not only is it legal, it's very profitable. Just look at all the lobbyists in Washington begging for this and that!
If you are talking about people on the streets begging then often it isn't. Many cities have laws to discourage pandering. Places like Las Vegas will put you in jail. (Often for jaywalking or other minor crimes so as not to look heartless.)

There is no Federal law that prohibits begging, however some states and cities do have laws that prohibit or restrict it. I Dayton Ohio for example you can beg but to do so you must register at the court house as a panhandler and you are required to report your earnings through begging.

The illegal part is where you are standing/sitting while doing it. If you are on private property, they will kick you off of it. Begging in itself is not illegal.
