This seems like normal behavior with Otters.

Are these two friends on some animal level, or is there some other reason for this?

they do this to make a "otter raft" so that they will not be separated and drift away from each other while they are sleeping.

There are a couple possible reasons:

1) the otters were lonely
2) one otter was lost and the other was guiding it the right way to wherever little otters go during the day
3) the otters are close friends
4) those otters were trying to make another otter jealous in the vicinity
4) otters are notorious for doing very cute things in front of people, especially those with cameras ... a nickname for the otter is attention whore
5) natural social behaviors exhibited by otters
