That all depends on how you define "countries"... The USA and the USSR have landed there... but so have the aliens from Alpha Centurai and that rowdy bunch from the Orion nebula

Only the USA has landed people on the Moon.

Only the USA and Soviets have soft landed unmanned vehicles on the Moon, but Russia has not landed anything on the Moon since the Soviet Union collapsed.

Some other countries have crashed vehicles into the Moon. The European Space Agency recently crashed an unmanned probe on the Moon for example. See the source about that.
