And how did the national government under the Articles of Confederation seem incapable of addressing those problems?

First, lets clear up some of the errors in some of the above answers.

The US was recognized by countries around the world, France, Spain and the Netherlands recognized the USA when they signed treaties of alliances with us. England recognized the USA when they signed the Treaty of Paris granting independence.

After England, all other countries followed.

The Whiskey Rebellion occurred in 1791 after the passage of the US Constitution and not under the AoC.

Second, As an inedependent country, the USA was not allowed to trade with our former trading partners in the British Empire or Britain herself, so we could not make enough money in trade to pay back the debts.

Also, as an independent country, the USA was not under the protection of the Royal Navy and the Barbary Pirates of the Mediterranean started capturing US flagged merchant ships and we did not have the Navy to stop the practice.

The huge debt we racked up to fight the war, the fact that England had not allowed most types of factories and foundaries to be built meant that we were not only a debtor nation, but a nation who needed to purchase goods from overseas, meaning we were also further enlarging our huge debt with trade deficits; and our inability to raise funds to pay the back pay to the soldiers and officers who fought for our independence led to many assaults on the local debtors courts to prevent forclosure of homesteads.

Each state could and did print their own money, each state did pose tariff duties on goods coming into their state from other states.

That is just a few of the problems which forced our founders to a new system of govt.

The Articles of Confederation were a confederation of states. Each state had its own money. There was almost no federal government. Other nations didn't recognize the United States as a country, and the United States owed debts to Germany and France for their aid in fighting the Revolution. With no national currency and little gold, this was a difficult task. The Confederation Congress had no power to establish a currency, and, at home the Whiskey Rebellion and Shayes Rebellion took place against the weak police and militias that couldn't be ordered by congress over issues of paying taxes.

Apparently the US didn't have so many problems then. It was neighboring French colonies at that time, and France was its ally. Also Morocco, under Mohammed the Third (who also stopped the acts of Moroccan pirates), was one of the first countries to recognize the US independence.
