No, I mostly star questions because I find them good or because those people posting the questions, are on my contact list but I just like to 'star' questions in general. I am very generous I guess!

I stared a person for the first time in ages just a while ago for asking a real good question... hard to get one out of me lol.

Some do, some actually think the question is interesting.
I don't use it at all myself, as I refuse to take part in a rating system that doesn't allow negative ratings.
