Switch off phone immediately. Dry your phone with a hair dryer and further in the sun. Swithch on after atleast three days. It should turn on fine. Don't try to switch on before that. Water in the circuits can permanently damage your phone.

Sorry there is a chip that turns green. Flagged water damage.
If you have insurance and it covers you can replace with the deductable. But other than that you are out of luck

the phone should be turned off first and let it dry before you turn it on again. You may surprised that the phone will still be working properly!

You'll need to send it to repair. I had one like that. Try sell them, return them and get a new one. It'll never work properly anymore, unless you have an underwater phone, which most people don't. Get a new one.

water damage is quite hard to fix, you can go to the store where you bought the cell phone, and they could send it to motorola, but i fear it's gonna be quite expensive. :s
How old is your cell? perhaps you can buy a new one, just like you had now

try using a blow dryer to help dry out the water. Or if you have insurance on the phone, say you lost your phone..
