at what freq should we tune in?

Most scanners can listen in on conversations between pilots and air traffic control towers. It's perfectly legal to listen on those frequencies, just not to transmit. The reference gives an example of some of the frequencies and modulation methods used.

Whether you can listen depends on your definition of 'common transistor radio'.

No Aircraft transmissions are in the range 118 to 136Mhz and are AM not FM.

i think it should be illegal to enter in such frequency...
do u want some craft to fall down following ur instructions and not those from the tower???
