You cant as Windows wont allow you to format an 'active' drive, thats why the CD is needed to boot, and you format before it sees Windows.

If you are trying to format the partition of your hard drive that contains the OS, you can't.
You need a bootable cd to do it, or a bootable diskette. (you know, those square black things?)
Go to the website of you hard drive manufacturer, and look for a download that will create a utilities diskette. Follow the instructions.

Use diskette formatted with dos system, or usb bootable drive.
If you insist to format with only your harddisk then make sure you have more than one partition ( you can make one with partition magic ) then copy dos system to your other partition, and boot with that partition. You can format now. ^^
