There are several companies offering equipment. With 1000 connections you will have to have multiple routers and access points (most are limited to around 254 users per AP some others aren't as they used external routing etc.)
If it were me I would consider a mesh wireless network would spread your system and available connection lines.

You should carefully design the location of all the Access Point (APs) since I doubt that a single AP can handle for 1000 clients. You can use for example 3 or 4 panel antenna (directional) to provide 360 degree coverage. But it still not enough for handling 1000 clients. You should spread the AP base in several locations. You should also consider as well the link budget (calculated the power needed for TX dan RX) for the wireless system, antenna spec, amplifier, etc). Ask yourself this:

If you set up a wireless "base" that can transmit 1.5km no problem, then you expect every user to have special equipment that can also transmit 1.5km as well? It's not going to happen.
