Click on http://indiancourts.nic.in/sitesmain.htm..., select the concerned court website and click on the legal services link on that page. Depending on your 'issue' you could also try your luck with an NGO. If they find that your 'issue' is worth taking up and will give them enough publicity, they may help you for free.
As to 'best legal advisor', that is really another story !. My advice is whoever you engage or manage to get pro-bono, you will benefit much more if you know your facts well and read the concerned statute and case law. This way you can ensure that your legal advisor is giving you the 'best' advice.

There are Legal Aid Forum, constituted by legal experts to provide free legal services to the deserving people. Basically, they provide legal opinion and also take brief on behalf of the clients who are helpless and also almost penny less. This forum is NOT for well to do people.

Unfortunately, legal aide is a coin toss. Most of the lawyers that work for the public prosecutions office, or through the court system that help people without means, are over whelmed with cases. They are under paid, over worked, and want to get through their cases ASAP. It just is plain fact, they may be new and energetic but they are so over their head in work, work most lawyers don't want to do.

our constitution under section 32A mentions that providing free legal aid to the citizens is the duty of the state...and is a fundamental right of every citizen......delhi legal services authority is one such organization.....there must be other similar ones in other states....but one has to satisfy certain criterion to acess this free service...i think its 10000 for a high court case and 20000 for a supreme court case.please verify these figures but i am sure that they are somewhere near these only...
