It is a good question .logical too.

They could have made the watches with 24 partitions representing hours in the entire day ( day +night as we call ).

But 24 divisions with again subdivision markings for minutes, makes it clumsy and the watch should be having a big dial .
More over we have divided time of day into AM and PM. 12 hours in each division.So logically it is enough if you have an implement to show 12 hours as again the the 12 hours repeat .This way the watch looks more clear, and all markings are clearly visible.You know whether it is Am or PM by the day light available or darkness.

The watch can be beautifully made with 12 hrs dial.
so I think . they thought it is enough we have 12 hrs dial, and so made it like that.

Well, there are 2 parts in a day, and each are 12 hours long. Nobody says it's 24 o' clock!!

As a sidebar, military clocks do have 24 hours on them. and They don't use am or pm. time goes from 0001 hours to 2400 hours. This is because of potential confusion from saying we will attack at 7 o'clock; am or pm? In early wars (WWI and WWII, Korea) you couldn't just call or email "am or pm?" it took hours to get message delivered via messenger.

A day comprises of two parts day and night (day means a complete day as well part of a day with light).
So, two parts.
But from the time of Jesus birth, the starting time went to 12.00 midnight and it continued this way.*
