There is a reason those little pens are called PERMANENT markers. Not easy to remove. Go with a solvent, such as a paint thinner or lacquer thinner. Daub it lightly on the area with a Q-tip or similar.
If you use too strong a solvent, you may remove the permanent marker along with the jeans color, as well as possible damage to the jeans fabric.

you can try "goo gone", nail polish remover, antiseptic wash, ooorr.....spray and wash?..lol.....tell me if any of those work.
