For example Washington DC usually has one of the highest crime rates in country when compared to other cities, but using MSAs it ranks in the lowest half. Only 400,000 of the over 5 million residence of the MSA live in the city. New York by contrast ha a large fraction of the population of the MSA within the city limits so its crime rate is about the same using either measure.
