A hurricane is a tropical cyclone with winds of 74 miles (119 kilometers) per hour or greater that occurs especially in the western Atlantic, that is usually accompanied by rain, thunder, and lightning, and that sometimes moves into temperate latitudes.
So as far as I can discern, it's based on location as they seem to be the same weather system.

It depends on which part of the world you're in. Some countries call them cyclones, others hurricanes.

a hurricane has a higher windspeed than a tropicle storm though other than that it's the same
a cyclone is a tornado which has alot higher windspeed it is much smaller and results from thunder storms the biggest ever cyclone was a mile across though most are only about ten to thirty feet. this is unofficial statistics
