Constantine consolidated the Roman Church and his Byzantine Empire, thereby making church and king the highest authorities. Constantine himself did not officially become a Christian until he was on his death bed. Up to that point he was a pagan. However, I have never read anything about Constantine granting universal tolerance for any religion.

Constantine attempted to mask his single minded desires for power by hiding behind Christianity, He hundreds of years after Jesus's death was the one responsible for making war acceptable within the faith, claiming God was on his side.
Also he was the first one to use a symbol of the cross on shields ot troops.
Whereas previously, The small rebel band of Christians were taught not to even fight back in self defense.
Its a great tragedy and I suggest you spit on anything Constantine has done.

Perhaps as a way of getting the hoards to back him to win his war. Become a christian, fight off the infidels and heathens and all will be forgiven. Become a believer and live, stay an unbeliever and die. Simple.
