A warrant means if you are stopped for any reason by a police officer you will be taken to jail. A court order is ordering you to comply with something legal.

You can get a passport with an outstanding warrant. But you will be arrested on site if you try to leave the country.

An arrest warrant is a warrant that gives the police the authority to arrest you and take you to jail. A court order is an order from the court that basically makes it so you have to do a certain thing, like pay alimony, or appear for a hearing, or stay off of a certain property. I would think that the computer systems check against all the arrest warrants and don't grant passports for people that have a warrant out for their arrest. The state would be really dumb to not have such a program in place. But, who knows. Our government is so screwed up. If you are trying to flee an arrest and you are guilty, just pay your dues and do the right thing. Don't try to escape justice. Could come back to haunt you if you ever wanted to come back into the U.S.

Contempt of court can be either a civil or a criminal matter, depending on the context. In either case, the judge of the court can issue a warrant for your arrest, either to punish you for violating the court's order (criminal contempt) or to coerce you into following the courts order (civil contempt). Of course, arrest warrant are issued for all kind of other charges, including failure to appear in court. I hope this information is helpful to you. It's a little bit difficult to tell from your question exactly what it is you need to know.

a court order is basically the court saying..Show up at such and such a time.
an arrest warrant is an order from the court to the police to pick you up, process you and 'make sure you are show up at the court'.
If you have a warrant..you cannot get a passport, they will just have the police arrest you when you apply.

Best take care of that, and it would be easier on you if you show up at the court house on your own..they 'might' drop the warrent if you show up on your own and agree to make a court date they set...and you best show up to that one.

No, the state department does a background check (NCIS) on all passport applications. You might be able to get the passport, ot start the process in motion, but the local police are going to be informed of your whereabouts as soon as you send in a passport app.
