The first thing is to always make sure the water quality is good and that he's at the correct temperature. I gave you some advice on water changes in another of your questions, so I won't go into that again here.

Goldfish are a cool water fish, and prefer temperatures to be around 75o or less. No heaters are needed for them. If the temperature gets too warm, the amount of oxygen in the water decreases. If you have a filter (and you should for goldfish) make sure the flow is up as much as it will go and that the water level is up to where the water comes out of the filter - you want a ripple of water across the surface, not a waterfall.

A pea couldn't hurt if the fish is still eating. If he seems to be having trouble staying at the same level in the water (like he's trying to float or sink against his will) this can be a swim bladder problem. Sometimes it's caused by bad food, gulping too mush air at the surface, or an infection, but treat for the more common causes before you decide to medicate. If he doesn't respond to the water change and a pea in two days, treat him as for an internal infection using a broad-spectrum antibiotic. Be aware that this will affect the beneficial bacteria you're building in the tank and you'll have problems with ammonia again.

Another thing that might help is a low dose of salt, preferably without iodine in it. Add 1 teaspoon for every 5 gallons of tank water. These sites have some information on diseases and conditions for freshwater aquarium fish - since you're the one seeing the behavior and how he looks, I'm going to forward these to you: http://www.goldfishinfo.com/ailment1.htm

Droopy is not a great description so it's hard to advise you on what to do. If it looks sluggish and depressed it is probably feeling the effects of poor water quality. Test your water for ammonia, nitrites, and nitrates. The ammonia and nitrites should both be 0ppm, the nitrates should be less than 40ppm (ideally less than 20).

I'd do water changes of 25-50% immediately, replacing the water with dechlorinated water. Do this every few days and see if he perks up. Water changes are the best way to help sick fish.

If he's bloated looking and his scales are popping out like a pinecone he probably has dropsy which is usually fatal (also due to poor water conditions). If you post more info on what your fish is doing you may get better advice.

feed him a green pea ♥ its crazy, but i heard its a natural remedy for sick fish. u can also bring a sample of the water to a pet store and they should be able to test it for u, it may have something in it, like too much clorine. if its clorine, just lettign the tanks sit for a couple hours shud be gud for it to evaporate ♥
