preference in my opinion, the USB is more versitile, so you are able to move it from one pc to another... the PCI you pretty much configure and leave it alone.
on the overheating party, i have only had 1 over heat (out of probably 6 or 7)before.... after that, i went back to PCI and havent had any issues since then.

USB types got hot, but I didn't experience overheat but I'm using a Linux laptop with 1.1 port.
Power and problem of USB 2.0 bus. USB bus overloads and no longer powering a peripheral by itself, that means disconnection, I had problem on above laptop until put in a powered hub.

i used a usb adapter before, and it never overheated.
what else are you using with USB, harddrives, flashdrives, keyboard, mice?
all of these things will slow it down. not by much, but it's more work for your pc to do, especially with vista.
i suggest an internal PCI adapter if you know how to install it.,
good luck

as far as surfing speed, that will depend on your choice of brand in adapters. a general rule of thumb is that PCI is faster than USB2, but theyre both fast enough to eclipse your connection speed. you are only as fast as your weakest link, so if your connection is slow, your surfing is slow. that would have nothing to do with your hardware choices.
