Income taxes were only levied on the rich when the were introduced in 1913 but during WWI whey were expanded. Since the then has been a varying amount or progressively. Property taxes in the USA was a government scam. It was started in the 1860's when it was decided that every American kid should get a free education. A small property tax was initially started on all property owners to pay for the kids free schooling. The property tax became progressively more each year.

Currently assisted living housing for older people is one of the fastest growing sectors of the American economy.....Mostly because many older retired folks, to old to work, have trouble paying property taxes along with other living expenses.

I'm pretty sure my dad didn't have to file tax returns until the late 1940's.

No, the earliest instance I could find was in 1913 when the 16th Amendment was ratified.
