I have 4 boys and they all are a little different, but all my boys loved "dress up" toys or "pretend" toys. For example a play tool box w/ a tool belt and plastic tools (to fix things like daddy). One of my boys had a batman mask and cape - played all day!!
Of course they are boys... you can't go wrong with cars and plastic army men!!

A wooden train set with 4-6 pieces, wooden puzzles, Duplos, bubbles, sidewalk chalk, picture puzzles with 20-25 pieces, toy lawn equipment (rake, spade, hoe, hand digger), plastic pail, a good quality nerf ball, a set of small plastic farm animals with fences, a set of Hot Wheels metal cars, four puppets--lots can be found at 99 cent and Dollar Tree type stores!

The complete works of Beatrix Potter. Great pictures and good stories that a 3-year-old would love - Peter Rabbit, Squirrel Nutkin, Tom Kitten, etc. Also it is something that can be kept to pass down to his children! That's my idea, anyway.

How about wooden building blocks? Great for hand-eye coordination and building the imagination. If not maybe Lincoln logs. My brother loved those things when he was little and now you don't really see people doing that sort of thing for their kids.

a jumbo coloring book and the biggest box of crayons you could find would be the single cheapest/most awesome thing you could get for a 3 year old. it's something he could do by himself or you could do with him, plus it spawns their creativity and doesn't make noise which the parents will appreciate. it also makes a kids day when you hang one of the finished pages on the fridge. use his favorite magnet.
