Video DVD requires very specific files in very specific structures in very specific wrapper files and indices.

For full explanation, I suggest videohelp.com, click on side menu DVD, on top to get a full definition. Basically, there's this VIDEO_TS folder, inside a a whole bunch of BUF and BUP and VOB files and such. The BUF and BUP are indices (and backup), while VOB are the containers.

The containers contain the actual video and audio data (and subtitles if you got those. Video resolution must be compliant with NTSC or PAL, depending on which standard you're using. VIdeo itself must be MPEG-2 encoded, and sound can be MP2 or AC3 (technically it's Dolby 5.1). The menus and stuff are also in the containers.

Best way to burn a DVD is with a convert and burn program. Something like Divx2DVD (older cousin of VSO ConvertX2DVD). This loads the AVI file, and converts to MPEG2/AC3 AND writes the DVD structure on the fly, in a single step.

Otherwise, you can also use FAVC, AVI2DVD, and so on. These are freeware based and thus a bit slower. These actually encode AVI to MPEG2, convert audio to AC3, then create the container formats from these files.
