Was the neighbor a butcher prior to your moving in? If yes, there may not be much you can do. The business is entitled to earn a living if it is following the guidelines set forth by the city/county. Unfortunately, waste products from processing animals does smell quite bad in warmer weather.

If this is a recent start up, contact your city clerk and ask what ordinances pertain to this business. You can also contact the county health department and ask what regulations are in effect for meat cutters. It may be a violation of heath code to have flies that can get on the product from being too close to the waste, or having this type of business too close to residential areas.

Good luck.

that is one scenario that it would be a violation. is it causing any harm to you? another would be if it got into your water supply. best bet would be contacting the police and having them decide.
