I wouldn't want anybody that young flying MY plane, but flying a plane is fine if the owner is ok with it and they have the proper training.

I'd be shocked to say the least and nervous since at 13 they can't possibly have that many years of experience regardless of training.

Well last time I was in my drivers test and my instructor was a little man and he looked very young. We went to drive in the liquor store and then we went to the drive through at wendy's. Then he left and went inside the restaurant to buy some food. I waited 15 minutes and he back inside and I went back to the dmv and I found out he was a just a kid that failed the test. My real instructor was looking for me. It was a good day.
