can i raise a tilapia with some plecos and carp?

Certainly. I wouldn't expect to have much luck breeding them, but then again that can be a good thing as fast as tilapia reproduce. Tilapia do like warmer, harder water but do very well in a huge variety of conditions. I have seen them raised in water in the mid 60'sF without problems at all.

Not the carp, but yes with the plecos.
