West Indies is a region. Some countries have total independence whereas others are under foreign rule.
Puerto Rico is under U.S. control. Many island nations belong to the British Commonwealth. Some belong to France and to the Netherlands.

having lived in the West Indies 35 years the answer is good lord, no.......

the West Indies are running left to right on your map.....Cuba and Jamaica.independent countries; Haiti and Dominican Republic, Independent countries, Puerto Rico and the US Virgin Islands, US Territories, British Virgin Islands and Anguilla, British Overseas Territories, St Maarten, 1/2 French 1/2 Dutch; Saba and St Eustacia . Dutch; St Kitts and Nevis & Antigua and Barbuda, independent countries, Guadaloupe and Maritinque states of France; Nevis, British Overseas Territory; Dominica, St Lucia, St Vincent and the Grenadines, Grenada Trinidad and Tobago all independent countries....I know I left someone out sorry......while the Brits and the French used to hold most of the islands as colonies, and the Brits and the US have influence here, there are a lot of fiesty, independent and damn proud of it islands down here....
