Why cant they get house arrest?

most go to prison in US for drug alcohol related crimes
most drug/alcohol users are mentally ill before they had subtance abuse issues
treating mental illness proactively and preventing it would be your first step
treating substance abuse and its secondary problems is the most succesful way to handle it rather than jailing them
jailing may be needed for sure, but there ar emany many other cheaper ways to handle it that have evidence based reasoning.We have a long way to go

In my opinion, if Paris had a break down of some kind and needs therapy, she should get some... the department of corrections has psycotherapists on staff. If she requires hospitization she should get it. When she no longer needs it, she can return to jail and resume her sentence where she left off. But the time must be served one way or the other.

I sure would have a nervous Breakdown but I think Paris need her drugs and was withdrawing.
