Have you had the opportunity to see how people in other countries behave on elevators? In northern European countries, people are generally slower to strike up conversations with strangers. To them, that shows they are respecting the other person's privacy. It is considered rude to impose on people just because you're standing next to them. If you are in certain other countries, with different social codes, you would, at least, say hello and smile, and even make a few friendly comments.
Incidentally, Americans are more likely to smile or nod than the British or Scandinavians. And when they're travelling in other countries, Americans tend to go overboard with friendly chatter---one reason that some Europeans consider them rude and overbearing. Too bad, since they are only trying to be friendly.
