Because the previous tenant who lived in the house Im renting owes a time warner cable bill, I can not get cable, what can i do?

They can not penalize you for something someone else did. Take a copy of your lease to the cable company and show them that you leased the property after the supposed no pay tenant and they will probably see the light. In most cities, the cable company has a franchise for the area granted by the city. That would be the next place to complain. And then you always have your local TV and newspaper...

That doesn't make any sense. I bought a place with a large cable debt from the previous owner. I had to provide proof of ID and a copy of the HUD-1 settlement statement but that was it. A copy of your lease showing that you moved in after the bill was run up should settle the issue once and for all.

Call Dish Network its cheaper anyway. You can also get a copy of your utility bill when you turned on utilites to show them you are the new renter.
