You have to go to University.
You decide what you want your Phd in and then you spend the next eight years or more working for it.

What you could do now is start taking college courses if your grades and high school will allow it. It would give you an idea of what College is like and what you might want to do. Talk to your counselor and see what is available for you right now.

Well, first you decide on a field of study. Then, you go to college and get your bachelor's degree, which will take you about four years. You should keep your grades up, like a B average or above, especially in your major field classes. During your junior or senior year of college, you need to take the Graduate Record Exam, or GRE for short, which is a graduate school entrance exam, much similar to the ACT's and SAT's that high schoolers take when they're hoping to get into college. You'll probably need about three letters of recommendation from your professors to get into graduate school. If you're planning on going through grad school on teaching assistantship, the master's should take you two years of coursework and one year of thesis work, while the doctorate should take you three years of coursework and two years of dissertation work. So, expect to be about thirty by the time you're finished with school. Also, think about how you will pay for all this schooling if your dad and your uncle and your grandpa aren't as open-handed as other people's dads and uncles and grandpas. When writing your admissions essay for grad school, be prepared to be very specific about what you want to study and why you would be a good match for that particular school's faculty. In other words, "I intend to write my dissertation on the Civil War diaries of black women preachers" is much, much better than just "I want to get my PhD in History." Whatever you decide on for a master's thesis and later doctoral dissertation topic, make sure it is something you love and are passionate about; if the professor forces a topic on you and it bores you to tears, it will be gut-wrenching trying to finish or, worse yet, you might not finish at all. Also, read books like _Getting What You Came For_ and _The PhD Trap_ (sorry, I forget the authors) and other books on actually finishing a doctorate.
