Has is what is called a helping verb. Both of the sentences are correct, but the second is passive. In both cases, you are talking about an adjectival clause, that modifies who. A more correct version would be...
To date, Adam Smith is one of the most influential economists.
- or -
Adam Smith is one of the most influential economists whom has ever lived.

"has" assumes singularity, a reference to Adam. However, Adam is just one of the economists. The idea of influence is focused on this collectivity that sound plural but is actually singular like in a pack of wolves. To deploy "has" is redundant since Adam is grouped together with the other economists. Hence, the better expression is:
"Adam Smith is one of the most influential economists who ever lived."

Reverse the sentence.
One of the most influential economists who ever lived is Adam Smith.
See you don't need has.

Number one is correct. It will also be correct if you changed "who" to "that".
Number two is incorrect. The word "has" should be changed to "have"... or omit has.
