It looks as if they are part of a group of "Model/Talent Managemetn Agencies, that are bordering on a scam.
I would stay away from them.
Legitimate Modeling and Talent Agencies NEVER ask for money. They pay the model or actor.
It's better if you look for legitimate agencies in your city.

I don't know anything about this specific agency, but a general rule of thumb for talent agencies (modeling and acting) is that if signing up involves you paying them, it is not a legitimate agency.
